First of all, don't panic.
Contact the developer, you know what's going on right now, maybe the person is just moving.
I am sure that he will understand what and how. Unless, of course, a repulsed patriot, but there are few of them.
well, for the future, passwords, logins and most importantly, draw up documents for yourself or trusted persons.

In a good way, you need to contact the developer and ask to transfer logins and passwords.
And for the future, always have all the access data, as well as arrange all hosting in your own name, and not in the name of the developer. That is, even if you do not want to delve into support issues, legally everything must be registered for you, you must have admin logins and passwords. And the question here is not only in Ukraine, unscrupulous developers happen in any country.
In a normal situation (before), it was possible to sue, demand logins and passwords and re-register hosting on the basis of contracts, correspondence, etc., but now, in view of the current situation, this is a pointless exercise.

Well, for starters, try to contact him, request logins, passwords, backups, etc. Although, of course, there may be force majeure - for example, the hoster lies forever.
It’s better to keep an ordinary, non-political site in your own country :)
And of course, how many times have they told the world - the site should be designed for you, logins and passwords should be with you, backups should be where you have access etc . In order to take a backup exactly for force majeure and deploy it.
Because it is quite possible that there is no longer a hoster or backups physically exist :(

You can try to write to Yandex and Google, demand to exclude this site from the issue. If you figure out how to justify.
