What documents are needed to check the software license?

Good afternoon. Some organization, which has the status of a government agency, asked to see what they have from licenses for server software and what they can use. The result is this:
There is a Microsoft Open License from as early as 2011 on 3 WinServer 2012 Std + 40 DevCal, and besides it, nothing else, this license is displayed in their Microsoft Volume Licensing Center. Since for 9 years the organization had several physical relocations, changes in accounting and IT staff with a full staff and other sloppiness, acquisition documents, acceptance certificates, waybills and other things, as they said, were not preserved, are not listed on the balance sheet. Can they use these licenses in the situation described, or for the likely inspectors from the authorities, all this is illegitimate use, and can be thrown into the trash?

Our bodies are more likely to be interested in documents for the acquisition of these licenses (acts, invoices, etc.)

Did the legal entity change? In theory, it is enough that it was bought and a document of purchase. In general, strain the accounting department, let them register.

Many accountants do not put software on the balance sheet (for some reason), but most likely because of ignorance or not seeing the point in spending. But it is possible that it is stupid from laziness))) An article as a reason for reflection.

Once it is displayed in MVLC, it's already good - write to the support. I am such and such a legal entity, acquired then such and such, accounting documents are lost. Help me find out who sold the licenses and please write back that these licenses were actually bought.
The licenses themselves are perpetual. M$ must know exactly who they sold these licenses to, and then contact them along the chain...
