What to do if SWAP is almost full?

There is a server on which there is mysql. 32 gigs of RAM, htop shows that MEM is used 500MB/32G and swp 1.6GB/2GB. What can be done? How to tell him to use RAM, not swap?

To do nothing.
This is the most common misconception - they say that the swap is connected when there is not enough memory. In fact, this is not at all the case https://habr.com/en/post/540104/

Don't sweat it.
The system will sort itself out.
Just unloaded the excess into the swap.
