Ubuntu - debian pumped with the ability to install new packages.
But debian is the most stable system based on linux kernel. I would choose debian.
I worked in an Internet provider, raised a server on debian with proxmox - everything is fine.
In general, I think ubuntu - from the evil one. Soon I will try FreeBSD altogether, they say there is no extra software there, which I like.

Normal idea. Take the LTS version of Ubuntu, if at least somehow the production will be the freshest, if you play around.

Proxmox and Ubuntu are a perversion :) If you want to experiment, put Debian.
Time tested option:

  • Ubuntu Server without GIU: qemu-kvm, libvirt, virt-manager, ssh

Remote control:
  • Windows - putty ssh, Xming or VcXsrv, virt viewer
  • Linux - ssh, virt-manager
