Does it make sense to disable the dynamic frequency of the processor?

Good day.
Please answer only those who really know and not just thinking.
The question is simple.
Web server 1 site (heavy and visited)
Сentos 7, xeon 24 cores and blah blah further.
The client asked to remove the dynamic frequency and set the maximum by default.
Is there any real meaning?

Oh sure.
Dynamic frequency is good in a home computer - we reset the frequency without load, make less noise, and save energy. Loss of productivity from decrease in frequency - less than 1%. Under load, it immediately raises the frequency, you won’t even notice that it has been reduced.
In a server that is constantly running, performance losses from reducing the frequency, depending on the type of load, from 1-50%.
