What to choose to raise Windows 7? Cloud hosting or VPS or Dedicated?

Hello! Do not kick hard, maybe the question is stupid:
My colleague and I travel a lot on business trips, simultaneously to different cities.
I need to raise a computer with Windows 7 in the cloud or VPS, or something else. So that at any time my colleague and I would have the opportunity to connect to it via RDP.
Other options are not considered, only Windows 7 and only somewhere on the server. It is not possible to leave the computer on at home or in the office. Here is such a task.
Question: site host1plus.com - there is VPS Hosting, there are Cloud servers. At the same time, Cloud servers are noticeably more expensive. What should I choose so that I would always be online in the Windows 7 cloud?
PS: just bought Linux Cloud servers, installed Ubuntu14.04 x86_64 on it. Installed GUI - everything works, installed virtualbox, BUT! He does not want to run the windows 7 image in any way.

It all depends on the mode of use - in the cloud, as a rule, it is more expensive than on a VPS, but payment for the consumption of resources, the machine can be turned off when not in use, so it can end up being cheaper in the end.
In VPS, the price is predictable - paid and no questions asked.
Dedik is too fat for such purposes.
As a result - if you are not going to turn it on / off all the time, then take VPS / VDS.
Of course, it should be understood that not every platform supports running windows , this must be clarified before renting.
