What to choose OpenVPN or PPOE on Ubuntu 16.04. to access the Internet from a local network?

How to properly organize Internet access for users of the local network of an enterprise in 2019? What are the trends guys? I will briefly describe what we have. And what do I want to use.
We have: an enterprise network, which was made back in 2000, so it uses a non-standard IP range, namely 130.2.0.0 (mask 255.255.0.0). Zyxel router, connection to the provider via PPOE, it distributes DHCP standard range 192.168.1.0. In order to transfer traffic from one subnet to the subnet with the Internet, a router on Ubuntu 10 is used (I think I set it up and forgot it a long time ago :) )
What I want: put Ubuntu 16.04 on a server with two network cards, one on the 130.2.0.0 subnet (enterprise network) , the second at 192.168.0.0 (the subnet from the router for the internet).
Question: What is the best way to make users connect to the new server and access the Internet? Is PPOE or OpenVPN better? It is also necessary that the user has access to the local domain with active directory.

130.2.0.0/16 is not a private range at all, how do you work with it? And what is this subnet for? Why not make one subnet 192.168.x.0/24 (well, or 192.168.0.0/16 if there are a lot of machines)? Well, or make two normal vlans on a managed switch, if necessary (but judging by your description, you don’t need a separate subnet)
