Why is my personal VPN download speed so slow?

Raised OpenVPN on Lightsail Amazon in Frankfurt. Here is the test result.

With a ping of 95ms, this download speed for a single stream is quite adequate. Even without a VPN.
This is due to the peculiarities of the TCP protocol: when transmitting packets, the sender waits for ACK confirmation packets - the delay just has a negative impact on the overall speed.
This is described in detail, for example, here: https : //accedian.com/blog/measuring-network-perfor ... and speed: How to get around the problem? Optimize TCP stack system settings to increase efficiency. The situation will not change much.

In the case of a VPN, you can try to choose an encryption algorithm that creates lower delays. But. fundamentally the situation will not change.
If you need to get the total speed up to the channel bandwidth limit, then you need to increase the number of simultaneous connections - i.e. using multi-threaded downloading is the most efficient way.
