What to choose - ftp or cloud?

Good day. There is a certain base, about ~ 12GB, it needs to be distributed to customers who paid for it.
What is the best approach to take for this? It is desirable that it be possible to generate a unique link for each client, and that this link becomes invalid after a short period of time / or is tied to the IP that downloaded it for the first time. Also statistics on the client would not interfere.
What is better to choose - ftp server or what cloud storages (except amazon s3 storage), private torrent service?
