What to choose as a web server for a windows computer without administrator rights?

There is a computer with windows 7, there is a user without administrator rights (me), you need to start the web server.
Previously, the only one who managed was the open server, because only he could intercept requests to localhost without administrator rights, now, with each version, as well as with each use, the open server is getting slower and starting with the latter, it already requires administrator rights.
Is there anything to replace it?
Requirements are more than simple apache(or some replacement) + php + mysql
