The organization is required - only authorization i.e. associate a user who, from a certain piece of iron, receives a certain IP address, with his passport data.
We leave passport data when purchasing a SIM card for the phone - from here the number to which the password / code was sent is considered the identifier of an already identified person with passport data.
But now social networks also store phone number data, so registration through social networks is also considered valid.
Billing is not needed.
