What the hell is with the loss of connection with a smartphone with a negative (-3p) balance?

The situation is the following. When we have a positive balance ... if the cellular network is lost, everything returns to normal in a few seconds. One has only to climb into the minus and your smartphone will lie until the reboot without network visibility. As far as I know, you can go down to -250. This is a barrier when you are thrown out of the network and even the incoming ones do not plow. But what the hell is with such minimal debt?

IMHO - features of the phone.
My device (Asus Fonepad ME371MG) also does not seem to catch the network at all with a negative balance. On the same SIM at the same time, my ancient HTC Legend sees the network perfectly.
