What template to post?

Hello dear. We want to upload templates to themeforest with the team. Several questions have accumulated:
1. What is better to spread first? (design, html version, or take the risk of uploading the wp version right away?
2. If you upload html (which we originally wanted), then do you need to attach the layout?
3. How to relate to sass
? recommend using it on tf, but we want to do without it)

These guys somehow managed without Bootstrap. More precisely, TB is not even noticeable against the general background. There are both HTML and WP.
