What technologies to use for such a site?

Recently I had a good idea for a website and I decided to implement it.
The thing is, I have no idea what language for the backend and what frameworks to use for this site.
Of the skills only: Html, Css (at an intermediate level), Javascript (began to study recently).
More to the point, I made a sketch:
1 - The table into which the data is loaded (the data is loaded by the users themselves)
2 - The button itself, when the user goes to the page and his row is created in the table
3 - Parameters for which the data will be displayed
A few more points

• Clicking on a line should open a page with more detailed information about the user (for example, contact details)
  
• Perhaps I will add some kind of premium account in which the user's line will rise higher or stand out somehow
  
• Although the site looks like a site with ads, but still not with ads
  

In principle, nothing complicated, but I'm interested in how to implement it and at the same time learn a little about web development.
