What system to choose for ordering suppliers (Where what and from whom to buy)?

The crux of the matter is as follows. There are about 1000 suppliers. Each supplier contains:
1- list of categories of goods
2- list of services
3- Contact details
4- Address
What needs to be done. The user selects categories, address and services. The system should return all suppliers matching the criteria.
The system should relieve the supply department, and so that the sales department itself can find simple positions.
Now we use redmine for communication between departments, I would use it (adding each supplier as a ticker), but the search there works very crookedly. here you need either a plug-in or another system.
