What system of issuing and controlling orders with the storage of reports would you recommend?

There is a small group of people working in remote offices (administrators). There is a desire to introduce some kind of system, preferably open-source, in order to “finish” it later, to issue instructions to them, control their execution, and with the beginnings of an EDMS: loading / unloading reports and scans, a single repository, etc. What do you advise?
