i3 10100 is a good choice, you can take it.
Take any motherboard you like in terms of design on the LGA-1200 socket . All of them are budget + - the same.
The only selection criterion is 2 or 4 slots for RAM. Here you choose. with 4 slots will be a little more expensive, but for future memory upgrades it's worth it.
