What stack is needed for an information site with paid signaling?

Hello,
the question is the following: there is a person who trades various cryptocurrencies and currencies. From web development even further than me.
He wants to have a site with the following functionality:
1) Adding informational materials (I assume that any popular cms can handle this?)
2) Creating a signal and prompt distribution to subscribers (I think of some kind of custom page that feeds this information to telegram -bot)
3) Page with payment for a subscription
Please advise in which direction to dig? What is the best way to build a website?
Are there any payment gateways that provide a ready-made API for payment by QIWI/Webmoney/YAD?
What is the stack for the server side?
