We need a site that will have free articles and videos, and paid videos. (Example: article (text - text - free video - text - text - paid video - text - paid video ... )
All videos will be on YouTube (it is possible to consider other sites for paid videos)
15 sec preview (you can use a separate video) and payment (through Russian services - for example robokassa).
Free or zero scripts are preferable.
Hence the questions:

2. How to implement video sales?

If you want to store videos initially on YouTube, then use their video selling service.

And on your site, just place links that will lead people to YouTube. You will not need to bother with payments and other things. YouTube will do everything for you.

YouTube for Russia does not provide this form of video monetization yet. As for Vimeo, it is good for large volumes, if there are not many videos, then consider Boomstream. There is also a payment through the robokassa, and an API for integration, and a preview of a separate video in paid access.
