If the object is already ready, it depends on the program in which it was made. Although, if it's *.obj, it probably doesn't matter. If you're not ready yet, you need a modeler.
Animation - if we are talking about organics, a person or an animal, your specialist will need to be able to set up the "bones" and, in fact, their animation. It's called rigging. It's narrow-minded. And if you need to move a primitive or, say, twist a logo, any 3D professional will most likely be able to handle it.
You also need to create and apply textures, set the lights and cameras, set up a render for the video output. Three separate areas, but if it's really simple, one person can handle it.
Well, then, if we are not talking about an independent video rendering, but inserting it somewhere, you need an editor / post-production to bring it all together in AfterEffects or another editor. 3d'shniki usually know how, but not always.

In principle, Cyril in the answer above described everything quite correctly. I do 3D graphics myself. To animate a 3D object, you need a 3D animator, respectively :)
The whole difficulty is that to create a high-quality video, it is not enough to animate the object. To a greater extent, as already mentioned, the quality of the video is affected by the render, i.e. competent setting of the scene, materials, light, cameras, etc.
In many cases, one person can really handle this, only when you look at the portfolio, you need to pay attention to both the level of animation and the level of visualization (i.e. pictures), and immediately indicate it. that animation is required, because there are a lot of freelance visualizers who cannot animate.
I apologize, of course, that I essentially duplicated the answer from above, but I, as a "specialist") in the field of 3D, confirm that everything is true, but I emphasize that you need not only animation, but even in the first place high-quality rendering so that the video is beautiful.
