What solutions exist for converting "thinking" customers?

Good afternoon! One of the projects needs to increase the conversion. A lot has been done for this and almost everything works. Due to the fact that there was a stupor "what else can we improve so that the client is satisfied?" - we decided to conduct a survey with the clients themselves.
It turned out that most of the clients do not mind using the services offered, but due to their specifics (tourism) - "they will order later" (not to be confused with those who have not yet decided on a trip, there is a separate wording for such).
The question is: What tools can be used to convey to the client that it is better to complete the application now / remind about yourself after a certain period of time?
PS Offers to include remarketing/retargeting/offers with pluses "order now"/email mailing can be omitted, that's understandable.
