What software would you recommend for learning neural networks?

There is a constantly updated set for training in the form - "text: evaluation".
Sometimes the text comes without an assessment and it is necessary to put down an assessment based on previous experience.
In my view, what is now called neural networks is the best fit.
Those. we train the network on a large amount of data (the volume is really large - many millions), then we get the expected result.
But this is all good in theory, but what about in practice? Those. What is the finished software (server)? Or, for example, something in the form of a ready-made docker container. Or as a service? Or something else?
In general, what would you recommend for a practical solution?
