What software to use to set up multiple local proxy servers?

I have a task to run chrome headless on debian 9 through multiple proxies.
I have a couple of hundred purchased socks 5 IPV6 proxies. Verified.
Chrome refuses to work in this mode:
chrome --headless --proxy-server= 111.111.111.111:1111
Everyone writes - use a local proxy, for example
chrome --headless --proxy-server= localhost:3128
Help me understand with what software I can set up many local proxy servers on different ports. Moreover, the proxies I bought can be updated frequently. New ones appear. Become obsolete, etc.
