What software to choose for video surveillance from IP cameras?

Please advise on how to record and view video from ip cameras?
It is possible under win, it is possible under * nix. SPO is the best.

If only recording and viewing, then I would advise devline.com, although it is paid, although the price for 1 camera is about 1000 rubles, this is not 2800 from a macroscope and not 4000 from Intellect.

Under Linux and OpenSource - Zoneminder
Under WIndows - there are at least 50 different ones.
Of the serious and relatively expensive, the most famous Russian ones are ITV, ISS, DSSL, Speclab (Goal), Macroscop, Vocord, CVS-NT.
The list does not end there.
There are plenty of cheap ones. I like Lux Riot.
