What software to choose for SIP telephony?

Hello!
There is a task to call the organization and ask them if a certain service is available.
What we have:
1. Sip provider
2. Database of organizations numbers
If the answer is positive, you need to write down if the organization has this product.
If negative, mark as no.
What software should I choose to implement such a task?
PS it is very, very desirable that when the operator hangs up, the software should already dial another phone number from the database

I am engaged in telephony at work, I have implemented call centers of various sizes in the CIS and abroad. If telephony is needed for one task and is no longer needed (which is unlikely with a business planning to develop), it is better not to overpay and use some types of Asterisk . If the business plans to develop, then you need a good "base" for telephony, on the basis of which you can not only solve the issue of calling now, but also in the future "hang" incoming customer requests, CRM, omnichannel, etc. there. So far, based on the experience of using various products for various tasks, the Oktell product is in my "top" .
