What software can be learned to control a 3D printer and milling machines?

I want to make a non-standard milling machine and a 3D printer, but I don’t know how the software for conventional machines and printers works. The idea is to make motor control based on RPI and send signals to RPI via LAN or Wifi from a PC on Windows, but I don’t know how to write my own software in which you can simply throw files of models made in a blender. Basically the problem is that I don't know how models are made in blender and how they are parsed by programs. P.s. if you tell me a good Russian resource on modeling for machine tools in a blender, the latest version will be super. P.p.s. I plan to write in C (no pluses) and python 3.8

An extremely strange desire, which probably arose from a misunderstanding of the technology.
It is unrealistic to surpass alone with your hobby a software project that has been sawed for many years by a vast community.
So far, nothing unusual is visible from the description, a completely standard scheme, model -> slicer -> network -> RPI -> controller.
It’s worth starting with understanding how 3D printing works in general:
How 3D models are made for printing and why a blender is not suitable.
How models are sliced ​​for 3D printing and familiarize yourself with different slicers.
Find out what OctoPrint is.
Familiarize yourself with the existing marlin 2.0 firmware.
While it is not clear what you want, but just in case I will warn you. It is impossible to make a good milling machine that is also a good 3D printer.

You draw a model in Artcam, load it into Mach3 - mill it.

My friend assembled a 3D printer himself - but he did not write the software himself.
