I am new to android development, but I already like it terribly and therefore I want to develop and keep abreast of the latest changes and innovations in this area. Tell me where you read development news for android most often? Perhaps all sorts of tutorials.

Also look on Habré - "Mobile developer's digest of interesting materials" - now there are 372 issues. For a start, I think more than enough.
