There is a photographer's website in Goa, but the clients are all from Russia and generally all Russian speakers. What region should be specified for a more correct search engine ranking for people looking for a photographer in Russia? Yandex Webmaster allows you to specify only a narrow region and there is no way to specify the entire country (only it seems possible to do this in the catalog)

I would indicate India in Yandex.Webmaster.
All your requests are geo-independent (they contain a direct indication of the region in the request, the output will be the same regardless of the user's location), so you will not add pluses to yourself by assigning Russian regions. India, in theory, can give some advantages for requests a la "photographer of india", etc.
There are no more specific regions for India in Yandex.
