How to find out if Google servers are down?

Is it possible to find out somehow whether Google servers were available at a certain time interval?

No.
Rather, your communication channels have fallen.
You need to test Google with hundreds of servers around the world to be sure that it is not a local connection that has dropped.

What specifically? Most likely you will learn about massive crashes from the top news, and individual Google services are distributed over a sufficiently large number of machines that redistribute the load among themselves. When 1-5 cars fall, you will not be able to understand or notice this in any way. Rather, there will be a problem with highways to servers, or with dns, or some other problem of a local nature. Large companies insure the risk of denied access quite seriously.
