When you open the task manager, it displays 70-100 percent CPU usage and it all drops to 5-10%, what should I do?

Look at the processes - and who exactly is eating.
If it's only at the moment of opening the task manager, and then subsides, then it's the task manager itself that eats.
5-10% is acceptable.
