What budget computer to take for browsing?

Mother wants a budget computer to use only a browser. I understand that you need to take with 8 GB of RAM, with ssd for windows and a browser. Does the rest not really matter?

Buy a tablet. For surfing, that's it. My father is sitting on a beech x201 tablet and my mother is on a 10-inch huawei tablet. With a tablet less problems

1) it is better to take an ssd disk with nvme support
2) 8 GB is a little close to modern realities, but you can always buy it later
3) the processor also plays a significant role, I think that even the 9th generation core i3 or i5 will be quite enough
