Hello. What are the responsibilities of a Frontend Magento Developer? Is creating xml layout and phtml templates from scratch a backend or frontend job? Data output from the database - back? What is the essential difference from the usual front-end developer?
Well, at least some information on the ranks for Magento is also of interest.

In the case of a spherical frontend in a vacuum: psd2html, followed by layout of the template.
In the case of real work: everything you need to create a store minus the creation of plugins.

As already mentioned, it depends on the requirements of the company itself...
But here are a few examples of what you need to work with the theme:
- Understand the structure of the cms itself (in order to at least make your own edits without touching the core files)
- Understand why layout.xml and how to work with them (in them you can redefine, call, delete, if not any, then almost any part of the theme)
- Know how to use static blocks
