What server to take for hosting at the university?

We need a server for hosting the websites of the departments of the university. There was a choice between:

• Dell R410 (2 x E5506, 4 GB DDR3)
  
• Dell CS24-SC S45 (2 x L5420 2.5GHz, 24GB DDR2)
  

They have the same cost. Is it worth it to take a new generation or stick with the old one for more RAM? (this is the final used configuration)
And do I need to buy IP-KVM in addition? It is planned to install CentOS + VestaCP (NGING + PHP-FRM).

4 G - for the eyes.
DDR3/DDR2 - you won't notice the difference.
I suspect that the university does not train IT specialists, otherwise they would have figured it out themselves - it means that you will not drive anything so super-cool on the server.
And by the way, if we are talking about PHYSICAL hardware, then this is not VDS / VPS at all. And you have the parameters of the physical server.
VDS/VPS is a virtual server.

I am for the second option - Dell CS24-SC S45.
RAM is never superfluous, the system will find how to use it, especially properly configured *SQL. Especially if you want something like VDS. And these processors, although relatively old, are still hard workers.
Both servers already have KVM on board. The first one seems to be with IPMI, the second one is not clear with what ...
