How to select equipment for the developed software?

As an analyst, I conducted an interview, formulated requirements, presented them in the form of notations and prepare tasks for developers.
While developers are writing software, I need to select server hardware (servers, storage systems).
How are the requirements for technology formed, where the free software will be running, when there is still no understanding of the free software and its load.
