What's wrong with VS 2015?

The thing is this: I somehow installed VS 2015 community for myself, everything worked, but as expected, it lags sometimes. after a while, I wanted to further integrate the library there (I apologize if I named it incorrectly) Direct SDK did not work, well, I started reinstalling over and over again, deleting some files, maybe I thought that everything was due to the fact that it was not completely removed. Then I wanted to optimize (somehow make it work without lags), as a result, after one of the manipulations and reinstallation, it stopped working correctly for me, some files were missing, first the configuration files (which I deleted before reinstalling, but for some reason it did not install them again), then there were not enough packages (resource packs), which she also did not install again. As a result, when I start, I create a project, a solution and run the code for debugging, after it writes everything is successfully assembled, it freezes forever (until you complete the process) as if it wants to run the program, but cannot. How to solve this problem, how to force VS to install everything with packages and all folders? or how else to solve this problem. I don't want to reset the axle. And yet, how can I completely reset all the settings, so that it would be as soon as it was installed for the first time?
