What's wrong with my memory?

I welcome everyone. I have a PC on Windows 7, which has been standing for 5 years already. I "care" for it with the help of Auslogiss, AVG. 16 Gb of RAM.
In the last month, I began to notice that the memory is often full on the Monitor under 15 GB, it does not clear itself, although Windows should do this autonomously, this should be done by one of the Auslogics components. Torrent works, Chrome works, there are a lot of tabs, even though I remove them with OneTab.
Two things torment me:
1. The memory itself has ceased to be released. I can close Chrome, but it will still eat up a lot of memory
2. I need to find a tool that will monitor the work of the RAM itself and clean it up.
I installed some ancient CleanMem utility. Its launch itself does not give anything, except for a monitor of a clogged RAM. After clicking "Clear memory" nothing happens, after clicking "Clear file cache" the memory is again only 20% full. I don't understand what file cache it is. Maybe I disconnected or connected it somewhere, but it could not be done. The system disk is SSD, there is not enough space there. The working disk is waiting, the place is also small. Not critically small, but not enough.
In addition to two troubles, a third appeared: the computer began to work jerkily. I understand that after clearing the cache when switching to a background program, it eats up memory again, caches, but such work infuriates jerkily. There is some normal memory tracking mechanism. 16 GB is still enough for a PC.

Why do you want to clear your memory?
Check what exactly is busy. WIndows7 is not a stupid system, it does not spend extra time cleaning up memory, on the contrary, it uses all available memory for caching disk data in order to pull it as rarely as possible. If you run some software, win7 itself will allocate how much memory to take from the cache to run the software.

Этим инструментом является операционная система.
Она полностью управляет памятью.
Более ничего делать не нужно.
Любой из сторонних инструментов - в лучшем случае бесполезная утилита которая ничего не делает, в худшем случае делает много хуже.
