Why does the Chrome icon return to the Taskbar after I restart Windows, even though I deleted it from there?

I have 2 accounts. I put Chrome in one of them. In another Windows account, I don’t need Chrome, but I have to constantly delete its icon after restarting the computer. How can I solve this problem?
