Chrome browser cuts https to sha-128, why?

Chrome is the latest version. From time to time, the https icon is crossed out (like your connection is not secure) on sites such as google.com and youtube.com. In detail, it shows that the encryption is sha-128, and the safe type needs sha-256. And at the same time, if you run FF, then Google and YouTube will have sha-256 there ... I tried to disable plugins, upload in incognito, reload the browser - nothing helps. The problem disappears by itself after a couple of hours of using the browser (perhaps after another reboot). The problem appears about once a week at any time.
No one came across, what the hell?
ps Now this is garbage, but on the toaster, for example, everything is fine, it costs sha-256.

For some reason, on YouTube and Google, the SHA-1 certificate (and this is only in chrome), which chrome complains about is not safe.

You need to look in detail at the certificate itself - by whom it was issued, for which domains, which root certificate (if it is an antivirus, you will immediately see it).
Then ping youtube.com (and see whois ip) and tracert youtube.com - probably wrong IP.
Perhaps the Google rack (cache) hosted by your provider is "buggy".
