What's wrong with mtu-test in OpenVPN?

I had to tinker with OpenVPN here the other day, and I found the following mess:

us=216866 NOTE: This connection is unable to accomodate a UDP packet size of 1573. Consider using --fragment or --mssfix options as a workaround.

That is, as I understand it, he first determined that 1573 is a normal size, and then reports that the package does not fit. Or am I not understanding something?
This does not affect the speed, but the connection periodically breaks.
