What's with the encoding?

cms dle standard templates work fine but the installed ones don't

the engine version is windows-1251, and the template version is utf-8 or vice versa
1st option, this is to change the engine to another encoding
2nd, this is to recode all template files in windows-1251

you probably need to enable Unicode support in the cms settings or recode the template
