What's the problem with a fan that makes noise immediately after turning on the PC at a frequency of ~ 10 seconds?

For the past 6 months I have had such a problem (yes, I waited as long as possible: D).
Every 6-15 seconds the fan on the video card makes noise for 2-5 seconds. The audio recording is attached at the link below.
The computer is two years old. When the problem first appeared, it made noise only when the computer was turned on and off 5 times, no more. And the further - the more noisy. Now, during operation, this is constant, and with it completely without load. It's definitely not the dust, since during the recent cleaning, the dust was not found in the fan area, and this did not help either.
Noise appears from the fact that the fan starts to work - i.e. It doesn't run all the time, it just turns on intermittently.
The temperature also has nothing to do with it - once it starts right away when you turn it on.

Smells like dried thermal paste. Look at the temperature graphs, if the temperature rises sharply in the load, the temperature rises sharply, then the problem is in cooling.
