What's the point of the "Copy site" task?

Guys, I don't understand.
What is the catch of such tasks "copy the site". Here I go to the workzilla, trying to get a freelance job. 99% of my attempts (I try from time to time) to discuss with the customer ends the same way - the customer sends the technical specifications, and I see something like this:

I constantly work with one person and he always has layouts. Unfortunately, there are not always projects, so I'm trying to freelance. And copying sites, I think, is akin to theft, in this context.
Explain to me, am I unlucky or am I wrong in my opinion that copying someone else's site is bad? What is the point of such assignments?
Also, sites can be vyryglazny, but that's not the point ...
P.S. missed an important detail. it is also about the fact that I ask the availability of layouts from customers. In their words, there is a layout, but in fact their layout is an existing website of the site. Not even some theme template. Despite the fact that even if you write "psd / fsh / sketch layout" - the result is the same, or an archive with "pictures that I like" is sent.

The joke of such a task is in the desire of your potential customer to save on paying for the services of a designer, plus relying on your naivety - often such a task continues in style - well, what’s there, work for an experienced one for a couple of hours))) - after all, everything is already ready, just copy it)) )) I.e. it also saves on your naivety and inexperience - he will claim that almost everything is done, it remains only to copy it))) And you can’t say NO because of your naivety ...
Such customers will definitely have the subsequent suddenly pop-up requirements for finishing-redesigns, an argument will be - well, one to one will not suit, otherwise the owner of the copied resource will notice the copy and start complaining)))

Copying is neither bad nor good
You can copy with improved structure, optimizations, etc., etc.
You can suggest changing the site and eventually get a new original solution
But it’s better to move away from such orders, because they simply cost less than orders to “make something similar to site A, and B, and C" and even less than "make the original site look different from A, B, C"

What exactly do you want to know? is this good or bad? Well, everyone will have their own opinion.
And if on business, then copy the site via ctrl + u and locally restore the layout so that it works.
How to finish it - you start pulling on cms or framework, depending on the complexity of the site.
