I have an account on elance, but it has never been used for work, and I don’t know how to withdraw money from it if, for example, you are just a private person and is it possible? Use elance if the customer is happy with it. He will receive all official documents (at least - invoice) from elance. You will withdraw the received money to paypal - and then to the account in rubles. You can use payoneer if you issued a card, otherwise you will have to wait longer. This is for individuals, nothing else is needed.
Officially, at the expense of an individual entrepreneur or LLC, you better not even try for the sake of just 2k euros. At your leisure, read about foreign economic activity, currency control, transaction passports and everything else. Even for the sake of 30-40k a year, people do not dare to bother with this.
