There are Russian operating systems based on Linux, in fact - the reassembly of well-known distributions, sometimes with a fairly deep processing. The most famous and long-lived is AltLinux: www.altlinux.ru The following factors should be taken into account:
- not all software has analogues for Linux. Many programs, especially those written in the Russian public sector, work only under Windows. Some of them will be able to run under wine (a Linux program that emulates the Windows API), but not all of them
- you will need to retrain IT staff: system administrators, support
- you will need to retrain users. Due to the often low computer literacy of users, even a slight change in the interface can greatly complicate their work.
- under Linux there is a fairly high-quality analogue of MS Office - Openoffice / Libreoffice. But for complex documents, compatibility may be incomplete
. I advise you to make the transition gradually, first work out on a small unit. And, probably, for some specific software, a few Windows machines still have to be left.

1) Send a request with a list of software to the Ministry of Import Substitution.
2) You get the answer "wait for further instructions".
3) Sit for another 30 years on what you are now.
