What role does higher education play in obtaining a work visa in Europe and the USA and is it necessary?

Hello, tell me please.
Higher education, for example, in the States for h1b has a big role, but they also look at the experience, that is, if you have 12 years of experience, then super and higher education is not necessary, or am I mistaken? How do they check experience? After all, I can say that I have 30 years of experience. And in which countries of Europe do you need a higher degree to get a work visa, or rather not even a higher one, but a higher degree in your specialty? That is, I am an economist, but I work as a programmer - in this case, will my higher education play some role, or if you do not work in your specialty, then there is no point in higher education abroad, or rather, from its crust?
Thanks for your help and your time.

As far as I know, in all countries in different ways, google the country you are specifically interested in.
In Canada, for example, you need to score a certain number of points in a special test for moving, and there education gives extra points.
