If you have system administrators - ask them to take part in the interview and make a list of questions + rating system.
Without this, you can hire any advanced user who knows how to google, or a system administrator who agrees to a small salary.

On the topic - take questions directly from the list of tasks (except for the last two), however, they are terrifying, just nauseating, state-of-the-art and semi-official. Well, what kind of "installation and configuration of the main and additional (system and application) software on employees' workstations", if you can just say "installation and configuration of programs"? Just ask what a specialist can install and configure, for example, let him tell, and based on the story, try on whether it suits you. Same for other questions.

If eniky will work in submission to the admins - call the head of the IT department, the senior admin, or whoever they have over the hill.
If Enikey will work in his own division (and according to the chased phrases, you can generally assume a large office) - call the head of the technical support department
