What queries would you remove from this part of the semantic core and how to choose queries in the TOR for a copywriter?

I collected semantics for services related to fire water supply, weeded out what I considered non-commercial requests and 187 requests remained. In the attached list, queries and their frequencies (according to the wordstat, the total without quotes and the exact one in quotes). I can’t attach the file, and due to the character limit, it’s impossible to fit all the semantics into one message, so I’ll insert it in parts in the comments.
The sphere itself is low-frequency, and some requests have a total frequency in the region of one. By what formula/principle would you filter requests from this list? For example, the total frequency is below 10 and at the same time the exact frequency is below 1 - delete such requests. Or total below 20 and exact below 2 - delete. If none at all would be removed, then why?
And on what basis would you choose queries that would be used in the TOR for a copywriter in this case?

Do so.
1. Remove empty spaces with 0 "!".
2. Cluster the rest of the key phrases
3. When you decide on sections and pages, look at the most frequent phrases (4 - 5 pieces). Do the main work with them: fill in meta tags, headings, etc. If the section has a lot of micro-low frequencies, then you can simply mention these words in the text. For most, it will be enough to rank well in the SERPs.
