What PSU power is needed for this PC configuration?

Computer specifications:
Motherboard ASUS H97M-E LGA 1150, mATX
Processor INTEL Core i7 4790, LGA 1150
Memory module CRUCIAL Ballistix Sport XT BLS8G3D169DS3CEU DDR3- 8GB 1600, DIMM (1 pc) SSD KINGSTON HyperX
SH103S3 /240G 240GB
Graphics card ASUS GeForce GTX 750 Ti, GTX750TI -PH-2GD5, 2GB, GDDR5 (1 pc)
CPU cooler Zalman FX100 (aka Cube)
Will be used with a 21" 1080p IPS monitor

500-600W is enough with a margin.
If it is quiet, then you can use a semi-passive type Corsair RM www.regard.ru/catalog/tovar43120.htm (the fan does not turn on until there is a heavy load, well, in this config it may not turn on at all)

In my opinion, even a 300-watt power supply will pull this configuration. For a double supply, you need 400 watts: Proc 84 W + Video 64 W + 30 watts per periphery - a total of 178 watts.
From semi-passive, you can look Seasonic-and, the golden series. They just work up to 50% of the power in passive mode. But expensive.
