What programs are best for working with animation and video?

Actually, what are the most relevant programs for creating animated graphics (cartoons, if I may say so) and for video processing (adding effects) today. I understand that these are 2, and maybe more, different programs, but still. And, if not difficult, are there any modern books / courses on the programs you provided? Thanks in advance!

1. In general, this is called "proxying", but "cross-platform" has nothing to do with it. Either write proxies yourself, or take nginx.
2. If you still insist on cross-platform, then you probably used this concept incorrectly. Not cross-platform, but "Cross-site request" - but there is a general confusion here. It is not the browser that prohibits such requests, but the third-party domain allows or not to make such requests. In principle, if you really need it, then passing such requests through nginx (http - no problem, https - if you have the necessary certificates), you can change the headers and allow the page to make such requests.

Animation 2d: Adobe Affter Effect
Animation 3d: 3D MAX, Maya
Video editing with effects: Adobe Premiere (heavy monster), Sony Vegas Pro (easier), there are a lot of plugins for them.
All of these programs have an incredible amount of lessons and examples.
