What program works with .swf format, can any of the adobe family?

Good day to all.
I have a task to edit an existing .swf file for myself, possibly with my own animation and so on.
Is it possible to install a plug-in for Photoshop to work with this format? Or on what program it is possible to work directly with this format?

Photoshop programs in this list is not. Adobe Animate CC, Adobe Dreamweaver CC is suitable for editing (but it is more difficult in it).

swf is already a finished product, you can parse it using the
SWF decompele compiler or online services that, oddly enough, work better with the code)
further to work with the source:
* for adobe flash cc graphics
* for flash developer code.
the compiled source may not build or be hard to bring to a working state.

SWF supports Adobe Animate CC (aka Flash) and can also be saved from After Effects to SWF format.
